  A cult will always create a fear of reprisal. "If you don't do as I say I will take terrible vengeance upon you". In the extremes this will include such things as torture and sometimes execution.
   Some cults teach that there is a hereafter and if you don't toe the line you will be sent to a terrible place where you will be tortured forever.
  Some preach that you will be forever separated from family and friends in the next life.
  Some will threaten ostracism and shunning.
  Now understand that there is no empirical evidence that
1.There is a hereafter or
2.That the spokesman for the cult has any control, whatsoever, over that existence!
  If the cult is able to make you afraid It can control you.
  One of the applications of this fear is to threaten with public chastisement and ridicule
  There is definitely a political side to fear. -------- to a leader to gain favor is playing the politic/
